US Online Sportsbooks

How US online sports betting works state by state, plus reviews of offshore sportsbooks that accept US players but are not licensed by US state regulators.

Online sports betting in the US is licensed state by state. Sports betting is legal in 39 states plus Washington, D.C., and in each of them a state regulator licenses the sportsbooks that can take bets from people located inside that state. Licensed apps check your location and take bets only while you are inside a state where they hold a license.

The sportsbooks reviewed in this section are different. They are offshore books that accept US players but are not licensed by any US state regulator. They operate from outside the US, take bets from players in many states, including states without legal sports betting, and set their own lists of states they will not serve.

What offshore means for US players

Because these books are not licensed by a US state, the protections that come with a state license do not apply. No US state regulator oversees their games, the safety of customer funds or how they handle complaints. Some states have also acted against offshore books directly: in April 2025, the Michigan Gaming Control Board sent cease-and-desist letters to the operators of BetOnline and SportsBetting.ag. Each review in this section says who runs the book, which states it excludes and how it handles deposits and withdrawals, so you can see the trade-offs plainly.

Offshore sportsbook reviews

  • BetOnline: a long-running offshore sportsbook that accepts US players, with some states excluded.
  • SportsBetting.ag: BetOnline’s sister site, with a similar betting menu under a different brand.
  • BookMaker.eu: an offshore sportsbook that accepts US players, with some states excluded.
  • YouWager: an offshore book that now operates from a .lv address.

FAQ

Are offshore sportsbooks legal in the US?

They are not licensed by any US state regulator. Where sports betting is legal, only state-licensed sportsbooks are authorized to take bets, and some states have sent cease-and-desist letters to offshore operators.

How many states have legal sports betting?

Sports betting is legal in 39 states plus Washington, D.C. Missouri was the most recent state to launch, on December 1, 2025. Nebraska counts among the 39 but allows only in-person betting at its licensed racetrack casinos, after voters rejected online sports betting measures on November 3, 2026.

Do offshore sportsbooks accept players from every state?

No. Each book sets its own list of excluded states, and the list changes. Each review shows the excluded states for that book.
